Note to Vendors: Reference to the full Proclamation of the Public Procurement and Disposal of Public Property Act which came into effect on April 26, 2023, where all Vendor interested in providing goods, works or services to public bodies are required to Register with the Office of Procurement Regulation (OPR). Please note that even if Registered with the OPR, ALL Vendors seeking to do business with the Central Bank are still required to Register on the Bank’s Platform to be considered for Pre-qualification or any Tender opportunities.
Vendor Registration/Qualification Process
The Central Bank of Trinidad and Tobago (Central Bank) is in the process of digitally transforming our vendor relationship to bring automated solutions to our Supply Chain Management systems. In this vein, Central Bank has partnered with eboxTENDERS in providing a fully automated Vendor and Procurement Management application. The automated system will enable greater collaboration and efficiencies for both Central Bank and our Vendors. It will allow Vendors to register and become qualified with the Bank and potential bidders to browse, review and download tender packages. Most importantly, it will create a secure online environment to facilitate Quotations, Tenders, and Reverse and Forward Auctions.

When registering your account please use your company’s group e-mail address for ease of communication.
Please note that registration does not guarantee any contract with Central Bank. Once registered, you will be invited to qualify with the Bank at a later date.

New Purchase Order Format Update
The Bank’s Purchase Order format was updated in 2023. The layout of the Purchase Order (PO) was changed and now includes the following.
- Header
- Delivery address
- Space for vendor’s authorized signature
- Insurance requirements (as applicable)
- Specified acceptance criteria (as applicable)
- Warranties (as applicable)
- Contact number (as applicable)
- Terms and conditions (Goods)
- Terms and conditions (Services)
The revised PO format allows vendors to review the details of the order along with the general terms and conditions. Vendors are now required to communicate acceptance of the PO by signing and returning to Central Bank.
The sample of the authorized signature(s) supplied by the Vendor via upload to eboxTENDERS will be used to validate the Vendor’s authorised representative when the Purchase Order is executed and returned to Central Bank.
